New Delhi : In Indian Railways, the rules related to the safety of trains and railway passengers have been tightened. These steps have been taken after several major lapses were found in the surprise security inspection of trains conducted by the Vigilance Cell recently. Regarding this, the Director General of Railway Protection Force has issued strict guidelines for RPF / RPSF regarding train escorting across the country. These instructions have been asked to apprise the field staff and strictly follow them.
The Director General of Railway Police Force issued new guidelines by issuing a security circular. It said that during a recent surprise check of RPF/RPSF train escorting parties by the Internal Vigilance Cell of Railway Board, it was found that RPF constables are leading escort parties consisting of RPSF constables and escorts. There is no sub-officer/head constable posted as in-charge to lead the party. This shows the lack of supervision and monitoring on the RPF escorts by the subordinate/senior officer.
RPF DG has further stated that escorting of trains is a routine matter, as a result of which RPF/RPSF staff and their supervisory officers deployed for train escorting are not performing their duties. Hence, there is a need to review and revive the train escorting system in the zones.

In the new guidelines from the Director General of RPF, it has been said that as far as possible there should be a subordinate officer in the escort party. In its absence, at least one constable should lead the escort team. Also the escort party should be informed in detail by the duty officer about the issues where they have been posted. Especially about criminals, anti-social elements operating in the area. Also about escorting what to do and what not to do.
It should be ensured that most of the escorting parties are headed by the SO. In order to ensure the effectiveness, vigilance of the escort parties in the train, the escort checking on the way has been fixed between 10 pm to 4 am. Under the new guidelines, the duty officer will have to make maximum contact with the escort party from the station between 10 pm and 4 am.
The DG of Railway Protection Force said that at the last point of duty of the escorting parties, a brief briefing will be given to the party by the SO. Along with this, remarks will be written on his behalf in the general diary on the post. On his behalf, the Principal Chief Security Commissioners have also been advised to take additional measures as deemed fit to revive the train escorting system.
